II. APPLICATION PROCEDURE

2.1 Applicants from Russia and CIS countries must send applications to the address of the Organising Committee in Russia:

2.2 To qualify for admission, the applicants shall send the following materials to the Organizing Committee:
A completed application form (see Appendix 1).
2) A list of the pieces to be performed at the Competition (see Appendices 2 and 3)
3) Audio or/and video- tape/MD recordings of selections from the proposed repertoire for the preliminary audition (see Appendix 3) accompanied by the recorded repertoire list (see Appendix 4-5). Applicants may choose the same piece(s) for the Competition performance as the audition tape/Video. The recording must be made in the same order stated on the recorded repertoire list. The total duration of recorded music should not exceed 25minutes. For the applicants' performance to be clearly evaluated, the recording must be of sufficiently high quality.
4) A copy of a birth certificate or another legal document certifying date of birth and nationality.
5) A brief curriculum vitae that can be used for press purposes.
6) Three glossy black-and-white photographs from the waist up, size 13 x 18 cm and four black-and-white photographs from the waist up, size 3 x 4 cm or 4 x 6 cm (total of seven photographs, one of which shall be glued to the Application Form, see Appendix 1). The photographs must be of a quality high enough to allow reproduction in the Competition booklet.
7) Two letters of recommendation that must be signed. The letter should bear the name, post and contact address of the person, who signed the recommendation. The letters of recommendation should be written in Japanese, Russian or English.
8) Other additional materials: copies of articles, laureate diplomas, concert programs, or other promotional materials (if applicant possesses such).
2.3 The contestant (from Russia and CIS countries) should pay an application fee payable by in the amount of 80 USD (in rouble equivalent according to the official exchange rate on the date of payment), citizens of other countries should pay in cash or by money order to the following bank accounts:

2.4 The application deadline is before May 17, 2003. Notification of admission status will be sent to the applicants not later than June 15, 2003.
2.5 The Organizing Committee cannot assume responsibility for personal documents lost in the mail. Audio (video) tapes/MD, the application fee and other documents will not be returned to the applicants.
2.6 All documents sent to the Organizing Committee must be written in the official languages of the Competition (Japanese, Russian or English languages).
2.7 Participants and accompanying persons shall be responsible for obtaining their visas at their own expense. The Organizing Committee, however, shall provide assistance in obtaining visas, if necessary. Concrete details has to be given in the letter of admittance to the Competition.
2.8 Being admitted by "The Special Regional Preliminary Selection" held by the Association or the organization authorized by the Association Applicants can take part in the Competition as "the contestants who passed preliminary selection successfully".
